Can a public agency restrict the right of an employee to discuss a disciplinary action with coworkers?

Can an employee of a municipal district, who has been served with a notice of discipline, and has appealed the action to arbitration, be prohibited from discussing the matter with coworkers, pending questioning of the employee and the coworkers by an outside investigator, in the service of the employer, as a part of the employer's preparation for the arbitration?
